Notify candidate owner when a candidate updates from candidate portal

When a candidate updates any fields inside the candidate portal, the candidate owner should receive a notification that this has happened via the dashboard and/or email

    automated notification to alert compliance team (or recruiter) that candidate has now submitted the required documentation and moved to ready to place
