Send Consent Requests from Users
Add the ability for consent requests to be sent from individual users who are manually creating candidates or submitting consent requests from the candidate profile

I think this is much needed as chasing people for GDPR compliance is very hard, it often goes in there junk, and from an email address they are unfamiliar with and they think its Spam. I think it will be more personal approach.

We have a very high rate of candidates NOT actioning their GDPR e-mails and we think this is because the e-mail is coming from an unknown e-mail address and possibly going into their spam folder. We think it would be much better if the consent e-mail came from the individual / Recruitment Consultant they spoke to so they recognise the e-mail address. Thank you

Requirements:
* Allow users to send a consent request email to compliant candidates marked with legitimate interest, verbal/written consent or contract - meaning the candidate to be 'upgraded' to full consent
* When clicking on the “Consent Request” button on a candidate record, the email should appear in a popup (just like the email actions on a candidate record) so that the recruiter can edit it before sending.
* The “Consent Request” in the Legal Plugin should also have the email appear in a popup before sending. This will act similar to the bulk email action when doing a candidate search.
